VCS is registered with the IPC, not the BPA. I emailed the BPA to clarify what was happening here, and they've advised me that "In this instance, DCBL will be following the IPC’s Code of Practice. If the Parking Charge was issued by a member of our Approved Operator Scheme, DCBL would follow our Code of Practice."
So DCBLegal are using the Code of Practice from an entirely unrelated organisation (with branded materials to back it up) in order to try and get me to pay up. At best, this is incompetent, but is this anything we could hold them to? I'm sure if I started emailing them with a royal crest in my signature there would be some sort of consequence.
DCBL (Debt Collection Bailiffs Ltd) and DCBLegal are two separate companies which "work in partnership." In the correspondence I have received, it is DCBL which claims to be a BPA Approved Operator, not DCBLegal. There is no BPA AO logo in DCBLegal's correspondence. Complicated, isn't it?!0 -
'Members' and 'Approved Operators' are different. 'Membership' gets you BPA updates, memos and invites to webinars, seminars and general bunfights. 'Approved Operator Status' gets you access to the pot of gold at the rainbow's end - DVLA registered keeper data.Not forgetting that the BPA also have Vehicle Control Solutions (not Services) in their membership and AOS lists.
