This is the wording I was going to use:
'This is an appeal by the registered keeper - No driver details will be given. Please do NOT try the usual trick of asking for driver details in order to get around the fact your NtK does not comply with PoFA. As there is no keeper liability, therefore, liability cannot flow from the driver to the keeper and so, is an automatic win at POPLA. Please cancel the notice or issue a POPLA code at which point you will auto withdraw.'2 -

Hi All, I have a similar issue to the above. I wrote to Horizon with the below letter and have received the following reply. Any help to respond would be great?
I appeal as keeper. I am not obliged to identify the driver and I decline to do so. You are not able to transfer the driver’s liability (if any) to me as you have not served me with a notice to keeper that complies with Schedule 4 to the Protection of Freedoms Act 2012 (“POFA”) and it is now too late to do so. In particular (without limitation) your notice does not contain the warning required by paragraph 9(2)(f) POFA. I require you to cancel the parking charge and remove my personal information from your database
They have now replied with the below: The ticket is dated 1st Nov & their letter 29th Nov. Is this an issue?
Thank you for your recent correspondence regarding the transfer of Liability (TOL) Request
Please be advised that this parking charge was issued in accordance with the Protection of Freedoms Act 2012, Horizon Parking are unable to process a Transfer of Liability (TOL) until the full name and serviceable address of the driver have been provided.

Until this information is received the Parking Charge will remain outstanding
