PCN from ECP at Morrisons car park

Hi all,
I've been a member for a couple of years, and posted in other parts of the forum, but my original user name could probably identify me, so had to create an "anonymous" account, as it was recommended to try stay anonymous. Which why below I'm being a little vague with the details, Let me know if specifics are required.
I received a PCN end of last month for overstaying somewhere between 10 and 20 mins over the maximum 2 hour allowed.
I tried to follow plan A, but been unsuccessful so far:
On 9 Feb I submitted a request through the form on Morrisons' website. Received a response on the 11th that my concern will be transferred "to the respective team who will resolve your concern with utmost priority".
On the 12th I needed to do some extra shopping, so decided to drive all the way to Morrisons to do it, and asked to speak with a manager afterwards re the PCN. CSA said she could help, but after explaining said she couldn't. I said I'll email their CEO, then she called a manager. Unfortunately I didn't pay attention, so didn't notice if it was the store manager or someone else, only saw the "management team" at the bottom of his badge. Explained the situation again, and he said there's nothing they can do, I have to contact ECP.
On the 15th I wrote to the CEO (rami@morrisons.co.uk), replying on the response I received on the 11th, again explaining what happened, how the manager refused to help and if he could do something.
And after still not receiving any responses, on the 20th I sent on the email to the donotreply@morrisonsplc.co.uk address that I found on here. Got no response from there either.
In the morning of the 24th I sent a "Hello?" to the original response ("...transferring you...") just to see if anybody would respond.
In the afternoon I called their customer service. Although I asked about speaking with somebody about my online request, after trying to explain my request, it turned out CS had put me through to the store manager of the relevant store. When I asked if he could please help me with getting the PCN cancelled, he said there's nothing he can do, and that I have to talk to ECP!
So I had to hang up and call CS again, explaining that I don't want to be put through to the store, but to talk with the PCN/parking team. The (generic) CSA I spoke with was helpful within what he could help with. He explained that every time I replied on the original email, my case was resetting back at the end of the queue(!), which I think is a strange way to handle things. So he told me to stop sending more emails and hopefully my case would work it's way to the top soon. He also said that they (Morrisons) can't cancel PCN's, they have to appeal to ECP to cancel them (that was the word he was using rather than requesting/telling/demanding ECP to cancel).
I dunno if I just caught a trail of bad luck, or does Morrisons not care about their customers anymore? I'm thinking in regards to the local store manager ignoring me, and CEO and the donotreply address not responding at all. Still have to wait to see if/what the PCN/parking team will do.
Anyways, I expected plan A to have worked by now but it didn't, and now I only have a few days to send an appeal to ECP by the 28th (assuming appeal and pay by have the same time frame?). So am a bit short on time, and I'm not sure what to tell. I told Morrisons the whole story, not sure if they will tell all to ECP if/when communicating with them? And I'm not sure whether to reveal it here if it's true that scamparks are trawling the forum. Maybe I could send it to someone privately?

No we don't handle cases by pm.Just send a fresh complaint to the CEO and ask why they used to cancel ParkingEye ones (according to online reviews) and they used to understand that 'the customer is king' and used to bend over backwards to cancel PCNs, but now they are doing nothing to stop Euro Car Parks from ruining people's lives?
Attach an image of the PCN and complain all over again. Be a thorn in Morrisons' side.
And appeal online to ECP (see NEWBIES thread).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I guess I shouldn't mention to scamparks that I ran an errand at town hall, getting a birth certificate for our little one, which took me almost an hour due to a little delay? I already told Morrisons, but I also mentioned them that I did spend most of the time (>1hour) in their store. The plan that day was to buy something costing around £12, and if I had done just so, I would have been in and out of the store in a minute... Well, maybe 5-10, but you know what I mean. Instead I was waiting for my wife to be able to pick up my call after feeding, burping changing and put our newborn son back to sleep, I was strolling around the store and picked up additional items, and things my wife requested, and ended up spending over £35 instead. And them I even filled up the car to the max (some 50 litres) at the petrol station.

Yeah, I realised being honest even with the manager in store was stupid, even though I also was a customer there, when afterwards all he was going on about was that people park there and dash off to town and take the spaces from their customers. I forgot to go back and ask him how does that work then for their customers when scamparks are selling spaces on their car park to non customers?!?

That ECP sign (above) is a winning point for you should it get to POPLA. The £100 parking charge is insufficiently prominent. Please read the POPLA Decisions Announcement (near the top of the forum thread list), starting at the following linked page, and the appeal decision found in favour of @Aza83.There are some further similar decisions, so keep ploughing onwards (not backwards) from that point. Please also read the actual individual threads relating to the original ECP PCN in each case, which might help you in formulating your POPLA appeal ..... in due course ..... if Morrisons won't help (a rare event).Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

This leaves the frequently used "freeing up parking spaces for customers" statement look embarrassingly weak and easily challenged.

Did you use the dedicated on-line form for getting Morrisons to cancel PCNs? This is different from the online contact form.

In the appeal, should I mention at all the bit that it took extra long to shop because I was waiting for my wife to be able to pick up the phone to discuss some details with her? Or would that give away details that I might have been the only one present?0
