Be brief and truthful in your appeal, but don't do the PPC's job for them. The template in blue text template in the NEWBIES is designed to do exactly that.
If you have a mind to, check with the council to see what the original planning approval said about parking time, and whether advertising consent has been granted for the signs (greater than 0.2m2). It is not uncommon for a council to state say, a three hour parking period in order to reduce the number of car journeys and allow motorists time to spend money in other local businesses, and then for a PPC to arbitrarily reduce the permitted parking time.
In addition, not having advertising consent for signs is a breach of para 12 of the PoFA 2012, and a criminal offence. If consent was granted for, say "3 hours" but new signs state "2 hours," it could be argued that consent has not been granted for the new signs.

I'd send that to Morrisons reminding them that they are in danger of losing a loyal, regular customer. Send them copies of previous receipts/bank/cc statements to prove patronage. If you've a Ms More loyalty card, copy that in to them too.I doubt ECP are bothered how much you spent there, but no harm done if you copy the receipt to them.Please note, we are not a legal advice forum.
