......scamparks are selling spaces on their car park to non customers?!?
It doesn't work like that, the landowner gets the parking fees paid through 'Your Parking Space' not the PPC.
So if Morrisons is getting the money, the (store) manager's comment about keeping spaces free for their customers is even a lie.

On parkopedia it lists ECP as the "owner" to the car park

Be brief and truthful in your appeal, but don't do the PPC's job for them. The template in blue text template in the NEWBIES is designed to do exactly that.

If you have a mind to, check with the council to see what the original planning approval said about parking time, and whether advertising consent has been granted for the signs (greater than 0.2m2). It is not uncommon for a council to state say, a three hour parking period in order to reduce the number of car journeys and allow motorists time to spend money in other local businesses, and then for a PPC to arbitrarily reduce the permitted parking time.
In addition, not having advertising consent for signs is a breach of para 12 of the PoFA 2012, and a criminal offence. If consent was granted for, say "3 hours" but new signs state "2 hours," it could be argued that consent has not been granted for the new signs.

Obviously DON'T add the words you said, which clearly identify the driver!

  • Is it not possible to edit comments?
  • Thanks @Coupon-mad So I should just send the standard template without adding anything extra to it?
  • Is there any point in appending a bank statement screenshot to the appeal with what I spent at Morrisons on the day?

I'd send that to Morrisons reminding them that they are in danger of losing a loyal, regular customer. Send them copies of previous receipts/bank/cc statements to prove patronage. If you've a Ms More loyalty card, copy that in to them too.

I doubt ECP are bothered how much you spent there, but no harm done if you copy the receipt to them.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

They're wrong they manage it (loosely speaking) and your photo states they are "not responsible for the surface of the car park", and that it is "Managed by Euro Car Parks" not owned by
The Morrison's staff like most on site staff will dish out any old pony to shut people up, we see it time and time again.

Yes but doesn't the template appeal suggest that already? Pretty sure it says that?
