I'd reply:
Dear xxxxx,
Offering to settle for a few quid? You must be desperate. I didn't think you lot got out of bed for a half share of £40.
But you aren't getting it. Pass the case back to your client to reissue the PCN.
A complaint has been lodged with the BPA, due to you and your client's rogue conduct in finding a new address but then failing to pause debt recovery and reissue the PCN as required under a new mandatory clause. Get used to that clause; it's in the new DLUHC Code as well as the BPA CoP since February.
That'll stop your firm's little game when you trace new addresses for 28 pence and slap on a hugely disproportionate £70 calling it 'debt resolution'. LOL...
The end of the so called parking "legal" firms' cash cow model seems to be nigh? Let's hope so. I wish you well and hope one day you'll get a legal job that actually helps society. The man on the Clapham Omnibus might observe that even wills & probate work would be better than this dirge for an aspiring paralegal, surely?

I've spent 4 years doing that on the DLUHC Code of Practice Steering Group.
