Why not just use the Template Defence, top of the forum, to update it? 

After I sent my defense I heard nothing for 3 years. Until last year

As my local court sent me the letter. Does the defense still go to ccbc? The usual email address?

All I have done is. From my original defense I added the extra paragraphs from the template defense and added it

I have had a letter from my local court for a dispute resolution hearing, It will be over the phone. How does that usually work before a final hearing? Is there a possibility that judge rule in my favour in this hearing without a need for a final hearing especially due my circumstances and why I parked there?

Have been asked to provide a witness statement. Please see link to my witness statement. Just as a brief background. It was my workplace car park. I had permit which i have included in the witness but was not displayed on the day. The signs in the car park are also in poor position which I have also detailed.

Sounds like you were the driver (you haven't denied it) and are trying to hide that fact.  No!  Admit it if you were.

Remove paras 2-5 and stop trying to pretend you weren't driving.

You haven't done a forum search and copied a good recent WS and you haven't used any of the a-f list of exhibits in the NEWBIES thread.

Re done from scratch using a recent WS

I have admitted I was driver (so far). Can change Does that make a difference? I have added some info in point 7. Unsure if that can be added or not as shows incompetency that it was sent to incorrect address and DQ files 2 years later after defense.

Much better.  Yes admit to driving!  It's your workplace and you'd struggle to talk about the incident in the hearing if you'd carried on trying to hide behind the POFA.

It's not a fine:
