Group thread: Heathrow Gatwick Manchester & other Airport drop-off PCNs - easy: how to appeal & win

As above ( but NCP )
Don't bother complaining about it to Gatwick Airport
The non driving, not even in the country Registered Keeper has no legal liability because schedule 4 of Pofa2012 doesn't apply, not relevant land
The complaint link for NCP is listed on the BPA AOS members list on its right hand side , the complaint being made by the RK and no blabbing about who was driving or about the incident itself, just about no keeper liability so stop contacting me ! Add any proof of being abroad at the time, as proving that they were not the driver

doubledotcom said:Your husband as the RK should just make a formal complaint to NCP advising them that he was not the driver and cannot be liable because the location is not relevant land. Inform NPC that he is not legally obliged to identify the driver and declines to do so.
If he has evidence that he cannot have been the driver at the time, even better. He can sign off referring them to the answer given in Arkell v Pressdram (1971).Thanks for replies!1 -

Is the “response” noted on Page 1 still the one I’d need to respond with please?
My “penalty charge” relates to Manchester Airport but the chap on that thread directed me here.

I've edited the thread title to include Manchester, due to the flood of cases.
The advice remains as in the first post. Never pay one of these.
They are 100% beatable with ONE EMAIL.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You may want to include all these airports that APCOA or NCP cover the drop off zones:
- Manchester
- Stansted
- East Midlands
- Heathrow
- Luton
- Birmingham
- Gatwick
