Can you get a copy from LP of that refusal by G24?

I've asked.  I suspect that it is not true.

Can they refuse the transfer?  Would seem to make a mockery of the entire system.

They can only refuse the transfer if the transferee fails to acknowledge anything sent to them by the parking company. In that case, liability remains with the Registered Keeper.

Thanks.  The Lessor provided details of the driver.  Nothing else has been received.  

Going to be a little pedantic here, but the lessor has absolutely no idea who was driving the vehicle at any particular time. They can only give contact details for the day to day keeper.

If you haven't received anything directly from G24 and ignored it, then G24 cannot continue to chase LP.
