The lease company has not paid a "fine" for you. They have paid an unregulated private parking company who sent them an "invoice" for an alleged breach of contract. The private company is not an authority or the police and they have no powers to "fine" you into paying an alleged debt.
Fines are penalties imposed by governmental authorities or the police for violating laws or regulations. They are typically associated with administrative or criminal offences, such as traffic violations or regulatory compliance.
A PCN is just an invoice from a private commercial company.
Do as @Coupon-mad has told you and tell your credit card company to stop the payment as it is in dispute.1 -

Payments are not made by credit card and I am concerned that their terms contain an indemnity.

Just an edit to the above post. Leasing company are saying that G24 (PCN company) refused to accept the transfer of liability.0

They can only refuse the transfer if the transferee fails to acknowledge anything sent to them by the parking company. In that case, liability remains with the Registered Keeper.Equaliser12345 said:
