Did you complain to BA Ltd about the lies from VCS/Excel about the byelaws being obsolete? I think I provided you with the letter from John Penrose MP about this where BA Ltd said VCS were wrong, and steps were in place to stop it happening again.
If not, you should do so. If you did, you should complain to BA Ltd again about the claim against you despite VCS telling Porkie Pies.
Local and national press, including the Bristol Evening Post, Western Daily Press, and local radio and TV might be interested. VCS lied, were caught out, now they have been caught lying again.

Have now sent the following email to my recent contact at Bristol Airport...
Dear xxxx,
Thank you for your response.
During the appeal process to VCS, the registered keeper pointed out that they could not be held liable because the land is not-relevant land where airport byelaws apply as defined by Schedule 4 of the Protection of Freedoms Act 2012, and only the unidentified driver could be liable. VCS replied stating that they could not be held liable because the land is not-relevant land where airport byelaws apply as defined by Schedule 4 of the Protection of Freedoms Act 2012, and only the unidentified driver could be liable.
The VCS Appeals Administration Team (Central Processing Office) responded on 03/01/2024 with, amongst other points,
"Byelaws are not currently in use as the last set of byelaws published relate to the old airport site and are now regarded as obsolete by the Airport Company.”
Can you confirm if this is the case…are Bylaws Not In Use at Bristol Airport as VCS have stated please?

Complain vociferously to the airport, your MP and the BPA about the lies being deliberately expressed by VCS. Remind VCS that should they be so intellectually malnourished to try and take you to court, you will highlight their blatant lies in their vexatious correspondence to the court.1 -
VCS quote the same 'byelaws now obsolete' tosh at Liverpool John Lennon Airport. Stock answer, seemingly to try to deflect a naive motorist's challenge.Please note, we are not a legal advice forum. This is part of Bristol Airport Limited's reply to The Right Honourable John Penrose MP where they confirm that byelaws at the airport are not considered obsolete, and are definitely still in place. This was confirmed in September 2023.
Firstly, our Byelaws are definitely in place and are not obsolete. We have of course contacted our third-party parking enforcement provider who have identified an issue with the wording used in the response to the constituent, which does not align with their usual communication standards. The operative used incorrect phrasing with regards to Byelaws in this particular response. Excel Parking Services have assured us that this wording anomaly is not consistent with the response typically used in other communications.
VCS are therefore well aware that the byelaws are still in place at Bristol Airport, and were aware well before the OP's alleged event. It is obvious therefore that their statement to the OP is a deliberate attempt to deceive.
