This is what happened when I helped my son beat VCS at Brizzle airport. I sent stuff to VCS and got replies from Excel. I made complaints to the IPC every time, and all the IPC did was to forward the complaints to VCS then close the case.
That doesn't mean you shouldn't make complaints to both VCS and the IPC, because I am of the opinion you should annoy and waste their time as much as possible, irrespective of whether it helps your case.
In your complaint to your MP, and any future correspondence with the landowner or their agents, point out that John Penrose MP recently obtained proof that VCS lied in response to another motorist when they, VCS, said that Bristol Airport Ltd considered the byelaws obsolete, and not applicable to the roadways through the airport, and they should ask him, John Penrose MP, for confirmation.I married my cousin. update 02/01/2023:Received a reply from Bristol Airport...Long story short...they back VCS and all complaints should go to them and if not happy then IPC/IAS blah blah blah...Exert from their reply below..."VCS are audited annually with the IPC and the DVLA to ensure their processes follow and adhere to these industry standard guidelines, as such we are fully satisfied that any deviations from these guidelines are fully enforceable by the IPC and they are bound by decisions made by the Independent Appeals Service (IAS)"What a surprise (yawn).0

What on earth does that gobbledegook mean? I read it three times and still don't know what point they think they are making.
I believe in 2023 that VCS failed the GIAA DVLA audit (red rating). @ParkingMad might have the link. The Airport should be told...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, I’m totally new to the site so I’ll apologise upfront if I can’t jump into this thread with my situation.I’ve received a Demand for Payment £170 from VCS, I haven’t received anything else from them, this is the first I’ve heard from them out local post service has been seriously struggling for months, and I don’t seem to have any right or ability to appeal as this time has already passed.
The photo shows a car stopped at the barrier to the Hampton Hotel car park, the car didn’t go in the car park it turned round and left after no more than 10 seconds. Looking on the map in the terms of service I don’t even know if this part of the road is covered in their agreement.Is there anything left that I can do as the website doesn’t offer me the chance to look at any of the details or information or file any kind of appeal.Again apologies if I’m in the wrong place but this thread came up when I searched for Bristol Airport car park.0 -
Also forgot to say that this notice is dated 22/12/23 has only arrived today 03/01/24 and the deadline for payment is 05/01/240

03/02/2024:New update, I have now received a Rejection response from Excel Parking Services Limited with an enclosed pdf reply from VCS...I assume that my next stage is now just to wait?Interestingly no mention of the fact that I was stopped at traffic lights showing a Red light!In effect as expected a rejection from Excel and they go on to state the following..."You state that our Notice is not compliant with the Protection Of Freedoms Act (POFA) 2012 on the Notice issued to
you; however we have not cited POFA 2012 nor stated that you are liable for the Charge as the vehicle keeper.
It is important we highlight that we will continue to pursue this matter on the reasonable assumption that you were the
driver of the vehicle on the date in question until information/evidence to the contrary is provided.
A review of our CCTV evidence has confirmed that on the date in question, your vehicle stopped to drop off a
passenger on the access road where restrictions apply.
We note your comment concerning the use of byelaws at the Airport; as already stated the signs at the entrance to
the airport clearly identify the roads as private property. Byelaws are not currently in use as the last set of byelaws
published relate to the old airport site and are now regarded as obsolete by the Airport Company.
There are over 80 high profile signs advising drivers not to stop and warning that if a driver does stop, a charge of
£100 is payable. The signs exceed recognised industry standards, with some as large as 2m by 1.1m (6ft 6in by 3ft
7in) which clearly state "No Stopping" alongside the nationally recognised Highway Code symbol for a Clearway (No
Stopping). Furthermore, the signage on the approach road is reflective and positioned to face oncoming vehicles and
the text size used is relative to the average approach speed of a vehicle in relation to the speed limit in force at that location.
We have fully reviewed this case and we are satisfied that the Charge Notice was correctly issued. We are unable to
accept the mitigating circumstances raised in your representations, your appeal is therefore rejected and the Charge
will stand; photographic evidence which supports this can be viewed at www.myparkingcharge.co.uk"

No. It’s a lie. It doesn’t matter whether byelaws are used. It’s a matter whether they are still in force or have been repealed1
