Was the car technically stolen? I can't see why the Halfords employees had any reason to drive the car off site and I can't believe the OP gave them permission to do so.0

There's a potential offence under s12 Theft Act of "taking without the owners consent", but if the driver had permission from the garage to take it for a test drive I don't think this offence is made out (if the car is in the custody of the garage, then the garage can give the lawful authority required)0 -

Out of interest if the council goes after Halfords for damage to the metal railings, will their insurer only pay out for what the railings were worth, or the cost to shiny brand new ones?
