If a person makes a complaint it needs to be investigated. If they make the same complaint then perhaps they feel that the original complaint has not be dealt with properly or sufficiently.If you feel you have a grievance then follow your company's procedure.Doubt a letter to the contract manager will make any difference.Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0

If the manager is fed up of her false complaints then they would get rid of her. That's the advantage of agency staff.

Either put in an official complaint to HR in writing about this personal harassing you, or just ignore.All I wanted to know is how many times are they allowed to investigate the same complaint as this will be the 5th time.
It comes down to what is reasonable.
IF she has made four totally unfounded complaints (and the is no more to this story that you are not telling us) than that is certainly more than most people would find reasonable.
However, the fact she has "cried wolf" four times doesn't automatically mean her next complaint is also false.
The more this goes on the more I suspect we don't have the whole story.1 -

Well, you have been gossiping about her on an public forum, plus you've been somehow finding out she turns up late, accused another emplyee of drinking, said racist things, been on her phone, have noted everything she does, been told she's using the wrong canteen, checking up on attendance with other supervisors, written to the contracts manager, ....

DO NOT put a letter on the contract managers desk.
Look at all your letters you say you have a copy of, together with all notes you say were taken.
Write a letter, stating FACTS, and address it to whoever is your grievance point of contact - it will not be the contracts manager. Copy in HR (although I suspect that is who it is addressed too anyway).
Make sure you read all your notes fully, and stick to FACTS. DO not list anything that includes a third party conversation, for example 'I have been told by x'.
You will have timescales that you are already aware of, and investigation time. I wouldn't expect it to be over by Christmas, however take a few days to document everything, and get it in this week.Forty and fabulous, well that's what my cards say....0 -
Every-time I see a manager (if they come in the office or canteen) I’m really scared as they constantly call me in. I shouldn’t have to be on Edge at work as I constantly get called in by managers it’s the same complaint since last December. i have 4 letters from the company saying they have found no evidence i am innocent. They actually say I'm innocent. This won’t end until I raise a grievance against her.0

Didn't there use to be a rule that agency staff would become permanent employees after 12/13 weeks?
It's been a long time since I did agency work so may be completely wrong
