    I asked for a permit the day I moved here, and I have chased it up 3 times. The landlord says they are currently  auditing the bays and can give no indication of wait time, but there are at least 6 empty bays.

    Sorry wrote in a hurry, I sent the emails and will wait to do the appeal

    After contacting Elite to accept the cancelled PCN and inform them of my new address. They reissued the five others and posted out to my new address, also resetting the date.

    I sent in a SAR on the 29th and not had a reply as yet. 

    I've attached a copy of the Notice to Driver, they are all the same except for date, time and photos of the car.

    Please show the matching NTK (or another one) as a purported 'NTD' by post doesn't tell us much and isn't a POFA document. It's just a hybrid follow up letter.

    Both sides of a NTK is worth us looking at.

    Those were all I received no notice to keeper

    But these words on that Notice to Driver clearly state that the driver has been identified and as a result the NtD was issued.

    Now of course we all know that may not have been the case...

    We know, but you told them about a change of address so they reissued a hybrid letter, as I already explained.  What were you responding to? That was the NTK.

    Please show BOTH sides and ALL dates of one of the NTKs that went to the old address.  If you have to get them by emailing Elite a SAR, then do that now.  But I thought they'd already shown you them?

    I was responding to the email they sent me with all of the PCNs numbers.
    They've not shown me any other letters, except the notice to driver I uploaded.
    I sent an SAR at the end of November, still waiting to hear back. 
    There is nothing either good or bad but thinking makes it so.
