If you are going to be relying on non-POFA and no keeper liability, then just keep it to "I am calling as registered keeper". This is why it is better to keep it to e-mail because you have time to construct your message without talking about who was driving, you never know, we have read instances of landowners/agents forwarding the complaint to the PPC!Rojas909 said:

Not bothered about any appeal farce, but the advice in the NEWBIES thread is clear that it is not done before or alongside PLAN A.
Appeal is very much secondary, and you also know from the NEWBIES thread and from the PCN that there are 28 days to do PLAN B.
Should I mention who the driver was when speaking to MW or should that be strictly avoided?

The PCN mentions schedule 4 of the 2012 POFA and also, they are a BPA associated. If it helps, should I try to post an image of the PCN?0 -
I have contacted MW and they have acknowledged my complaint and forwarded it to the managing agent, MJ MAPP.
Still nothing from Costa yet.1
