Your Googling missed the Morgan Williams page giving the agent's details?  It was the second result in my search.
Somehow, yes - I now feel very stupid.

I contacted Schroders, who are listed as the landowner, but I completely somehow missed the Morgan Williams part of it.

Am I OK to send the appeal to the PPC tonight and also contact Morgan Williams tomorrow?

Why are you so keen to appeal?  I genuinely don't understand.  It's as if you think you "have to" because of what the PCN says!

You can't win that way and it will cost the parking firm less to cancel if they haven't been troubled with handling any appeal.

Just tell the guy at MW how horrified the whole family feels and you don't trust the self-serving appeals service because the Government has just called the entire parking industry a 'market failure'.  The DLUHC has been working on this for years and is calling in and replacing the two useless 'appeals service' farces in a few months when they finally end rogue practice like '£100 overstay PCNs', which will be no more. Ask if the parking agent has told them that they are being forcibly regulated by Government and that the DLUHC called the current ANPR attack on motorists 'extortion' and 'market failure'?

State if any of those in the car were elderly, frail, ill/injured, disabled, pregnant, or passengers with immobility or 'shopping stamina' issues or children.  Anyone who needed more time?  Babies? Say so.

Attach all receipts & family receipts in the past year (even screenshots of spending made on ANY of your bank statements as a family last Xmas or in the January sales) and say you will not return, ever, and will spread the news about this scam operation on Social Media and Trustpilot if the unfair PCN is not cancelled this month.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's a good question - it's mainly because I haven't had success with the retail store managers, plus the 14 days are up tomorrow meaning that it then becomes £100 instead of £60 and incase I'm not successful in getting it cancelled I'm worried about being stuck with a £100 charge instead of £60. The PCN seems to suggest if I appeal, then once they respond to my appeal, I will have another 14 days, at the reduced rate but otherwise it goes up to £100.

Maybe that's a weak mindset but having never been in this position before, it makes me very worried. I will definitely pursue Morgan Williams and try going higher up in the retailers but it definitely worries me - which is what makes me keen to appeal and 'freeze it' at £60 whilst I keep trying.

Does that make sense or am I being weak and stupid?

But the NEWBIES thread Q&A already tells you about that 14 days.  Re-read it.

You need to see your keenness to 'freeze' it makes zero sense.  Honestly.  It's not a fine and you are NOT PAYING A PENNY.

DO NOT GIVE THE 14 DAYS A THOUGHT.
    You won't be paying £60 or £100.

It'll be easily cancelled this week if you use my approach I typed out above.

Thank you, that's reassuring and I will definitely try to use and quote what you have said e.g. about the DLUHC. In terms of contacting MW, do you think it's fine to give them a call and talk on the phone or do I need to write to them?

Just to clarify and at the risk of asking another annoying question to you, are you saying I should not bother appealing at all?

    Thank you

A phone call is OK as a first contact but ask them to copy you into the cancellation email so you have tangible evidence.

Not bothered about any appeal farce, but the advice in the NEWBIES thread is clear that it is not done before or alongside PLAN A.

Appeal is very much secondary, and you also know from the NEWBIES thread and from the PCN that there are 28 days to do PLAN B.

Thank you very much, I will be calling them tomorrow and hoping for a positive reception from MW. I will report back here afterwards with an update and will hold off using the appealpcn.co.uk website for now.

Should I mention who the driver was when speaking to MW or should that be strictly avoided?

    Thank you.

But also what did Costa say when you told them their terminal did not work?

If you are going to be relying on non-POFA and no keeper liability, then just keep it to "I am calling as registered keeper".  This is why it is better to keep it to e-mail because you have time to construct your message without talking about who was driving, you never know, we have read instances of landowners/agents forwarding the complaint to the PPC!

Nothing so far. The only way for me to contact them is by an online contact form. They don't seem to have a telephone number.
