    Hi
i I received a letter like this. What should I do? Do I need to pay?

    I've redacted your name.

    Of course you don't pay.

A hearing Order is normal. You were expecting a hearing date and you know what happens when, because our resources tell you.

The NEWBIES thread tells you what evidence to include with your Witness Statement.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD

Is there not a paragraph something like this on the second page of that Notice of Allocation:
Each party must deliver to every other party and to the court office copies of all documents on which he intends to rely at the hearing no later than [ . . . ] [14 days before the hearing].
Those 'documents on which you intend to rely' are your Witness Statement and evidence.

What you should do is read more of the second post of the NEWBIES thread where you will find comprehensive guidance on compiling 'those documents on which you intend to rely'.
