     I also believe the Failure to meet conditions for POFA Schedule 4 paragraph 9 - The Notice to Keeper issued fails to meet the conditions required for POFA schedule 4 paragraph 9 to apply and they, therefore, have no right to claim unpaid parking charges from the keeper;

    Perhaps instead of saying "fails to meet the conditions required for POFA schedule 4 paragraph 9" twice, you should explain in great detail exactly how the NtK fails on that point.

     I also believe the Failure to meet conditions for POFA Schedule 4 paragraph 9 - 

    the Impact Assessment of the POFA  Sch4, NOT to make it an obligation upon keepers to declare who was driving to a private firm and also required that keepers could appeal against their liability.  as the registered keeper of the vehicle in question notes that they cannot be held liable due to the Claimant not complying, of their own volition, with the ‘keeper liability’ requirements set out in the Protection of Freedoms Act 2012 ('PoFA'), Schedule 4.

    No, I said to quote clause 4 of Schedule 4 about the circumstances that must exist for an operator to be able to hold the registered keeper liable.
