I emailed the land owner and my MP
The landowner has replied
I will refer this back to our Parking Control Contractor as from what I can tell you are asking for dispensation due to the fact it was raining heavily?Kind regardsChris BurnsFacilities Director – Commercial Property

I just re-read your OP and I'm worried you've been reading some clueless ranty rubbish by the Consumer Action Group, which is sadly as appallingly useless at tackling private PCNs as the MSE site guidance, which actually has a stupid 'mitigating circumstances' section which you also mentioned in your OP.
The facts are:
1. IGNORE UKCPS IS THE BEST ADVICE.
2. YOU DON'T HAVE TO DO ANYTHING.
3. NOTHING WILL HAPPEN.
4. THE REASON TO COMPLAIN TO THE LANDOWNER IS TO SEND A PIC OF YOUR BLUE BADGE AND TO ASK FOR A 'REASONABLE ADJUSTMENT' UNDER THE EQUALITY ACT 2010 & CANCEL THE PCN. NOT FOR THEM TO "TALK TO UKCPS BECAUSE IT WAS RAINING & YOU WERE ONLY THERE 2 MINUTES". UKCPS WILL LAUGH AT YOU.
My advice is just stop taking it seriously. Talk about the Equality Act to the landowner and remind them of the consumer duty they and UKCPS have to make 'reasonable adjustments' (USE THAT PHRASE) and not to harass a disabled person, which is illegal.

Good AfternoonCraig has asked me to thank you for your email in connection with your parking fine – I am sorry to hear about this. I have provided a link for an organisation who may be able to assist with appealing the fine – a number of people have in the past been sucesful – so fingers crossed.1 -

UKCPS are not a BPA approved operator so a PoPLA appeal is not appropriate.1 -

Tell him POPLA only applies to BPA firms which UKCPS are not. UKCPS are in the rival Trade Body (the IPC) which provides what clued-up MPs in 2018 called a 'kangaroo court' - the IAS - which refuses 95% of consumer appeals heard, and obviously is not worth trying. Is Craig unaware of the Government reform and the fact that both those self-serving appeals services have failed and the DLUHC are replacing them as this rogue industry is being regulated?
Craig should not be buying into what the DLUHC has just declared as 'market failure'. Does he not know about the latest?
