LBC from an ANPR hospital car park

I received a PCN from ParkingEye for not paying the parking fee on exiting a hospital car park and am now at the LBCCC stage. My problem is that I tried to pay at the parking meter on site by entering my car's number plate and was not presented with a payment page. I re-entered the car details and was shown a blurry photograph of my car to confirm that it was indeed my car, which I did. I was then given a message that I did not have to pay. I left and was shocked when my husband (registered keeper), received the PCN a few weeks later. POPLA rejected my appeal.
I have a few days left to respond to the LBC.
Any advice would be greatly appreciated.

What is the issue date of the claim form.
Who is named as Defendant - RK?1 -
If you need more time, just email the Claimant (or their solicitor if they used one) with a request for a 30-day hold while you seek debt advice, although no debt is admitted. Email it on day 28 or 29 of their 30-day limit.1

When did you try to pay for the parking when you arrived or when you left the car park, if you tried to pay on arrival you were probably still in the free time period?What did the signage (contract) sayHave you complained to PALS?A bit late now, but did you appeal to PEDid you go through POPLA1

The letter before claim is dated 5/7/23 and I am the named driver (husband is registered owner). The hospital is 3 hours away and I have not been back, so I only have the photographic evidence provided by CPP in their PCN.
Having just found this forum, I am in the throes of complaining to PALS.
I have already had my POPLA appeal declined and wondering how to respond to this LBC.
I will not be paying this charge on principal as I attempted to pay after a 2 hour visit and was persuaded it was not necessary by the message on the payment machine. If the machine was not functioning properly or has a glitch, how can I prove it?0 -
You need to get the details right for all of this.There is no "Registered Owner" the vehicle documents state registered keeper, are you saying that you identified the driver there is no named driver to a PPC unless you let the cat out of the bag?If you told POPLA what happened on the day they would reject your appeal they only consider the law or procedural failures of the PPC, pity you didn't come here first.This type of error has happened before with this type of machine and ANPR, I think fairly recently can you name the hospital I am sure it happened quite recently in exactly the same circumstances.You also need to read the newbies thread and take in all the information everything is in there, then come back for more help1

Just buy yourself 30 days (as explained in the NEWBIES thread) and respond telling ParkingEye that you are getting PALS to cancel it. Make your complaint to PALS angry.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry not keeping up with the thread, I am a full time carer with limited spare time and grateful for useful input from forum items. My questions are:How can I make my PALS email more angry. Should I demand they take action to cancel the PCN?
Should I use the PALS letter or the debt advice reason, or both, to get the 30 day delay from CPP?
The hospital in question is University Hospital Coventry- patient and visitor car park 5, has anyone else reported a similar problem with the payment meter?
