I am able to get help with the fees I think. I can apply for that today if needed or am I reading this completely wrong. To be honest I have no idea what any of this means hence why I was starting to think to just try and and see if I could go into a payment plan with them.

But that document says that the "claimant" must pay the £27 fee. You are the "defendant".1

You don't have to file an application! That bit is talking about the CLAIMANT.
You are the Defendant. You don't pay a fee.
All you have to do is do a signed WS and evidence bundle, easy peasy! Point 3 tells you that, and your deadline.

You no longer have a CCJ. The original CCJ was set aside successfully. Those orders are for the claimant to submit their trial bundle no less than 7 days before the hearing date.
You job is to now defend the original PCN by submitting your WS.2 -
WS is the fun bit. Dead easy.
