No one here ever recommends any form of "tracked" letter. All you can prove with that is non-delivery. All you need, if you are going to use postal services, is a free proof of posting certificate from any post office.
Better still, why not use email? Proof of sending is automatic and instantaneous.3 -

Hi guys, few days ago I got this email from Gladstone Solicitors (it was actually a response to an email I sent back in July lol). Looks like they are still trying to pursue this in court.Should I do anything at this stage or continue to wait for letters for formal proceedings?0

About half a million parking claims are now made (2023 likely figure). Parking claim numbers are rising every year and will make up about a third of all small claims in 2023, based on the 2022 figures that the MoJ divulged in the DLUHC's recent Parking Code of Practice Call for Evidence:

We are calling for the MoJ to separate parking cases with a new pre-action protocol requiring use of ADR instead of inflated debt demands and bulk litigators who want court. It should be a last resort but it's the first. People like you are stuck with no ADR and no proper use of any relevant protocol. No fairness, no appeal, nothing. The Government needs to remove parking claims from the court system. They should be handled by an Alternative Dispute Resolution system and no parking charge should ever threaten people's credit ratings and livelihoods.These MPs are inviting evidence not rants or opinion so we need people like you to respond, who are currently caught up in this nightmare that you are. You have a solid case evidence to show the Committee to state that parking claims are not valid 'debt' claims. They are speculative claims where bulk litigators are using and abusing the system and sending a series of threats to try to make people come to heel, but really bulk litigators WANT to issue claims because they make double the money and the MCOL system makes it as easy as taking candy from a baby.
In your case you are dealing with Gladstones, who are/were connected to the IPC Trade Body so the conflict of interests is appalling, and well known to MPs. You want to change things? Please say the above, but change into your own words, attaching all of the awful threatogram letters as evidence, to inform them what is happening at pre-action stage and why these cases are not being resolved. It's because the sum of £170 per PCN is plain extortion.
As you know, the Government is already regulating the private parking industry, so they are listening and are aware of the scourge of unfair PCNs from rogues and bulk litigators.
So you are pushing against an open door but just need to steer all those involved in the same direction.
Evidence is key. We need people to show the Committee your letter chain as evidence and state that of course these PCNs are disputed because you were a resident, and should never be sued over authorised parking at home. Tell them how this should be reformed by Government to remove the tsunami of parking claims.Interested parties have until 14 December to make a submission to the committee.
