    I read here on the Consumer Advisory website that if someone cannot find someone to countersign their passport, they can submit a signed declaration instead. But when looking online about this, I haven't read about any instance where someone said they've done this and had their application approved.

    Does anyone know if that is an option?

    No stated requirement for them to be a passport holder and the list of occupations is so long its hard to believe that you wont know anyone who is a manager in a company thats VAT registered... does the manager of your local cornershop or pub or bakery know you?
