Plastic. Doesn't need painting, easy to clean and wont rot. Very easy to work with too.

My choice would be:
Horizontal top - a plastic fascia board with a slot (for a soffit board)
Vertical wall - a plastic soffit board.1 -
A local building plastics supplier will be best bet. Sometimes they sell stuff on and Ebay in short lenghts (at a big markup) and might sell you an offcut if you ask them nicely

The bathroom tiles look new, so maybe a board of some sort and stick cut-off tiles on them for a seamless look. The narrow "platform" could be used for shelving2

Why wasn’t the top pipe (presume it from whb) not joined into the lower pipe behind the vanity unit.
That looks awful, as will a large boxing in.2 -
In the past I've used Pendock pipe boxing which is pre-finiished curved plywood. However, looking at the Pendock website https://pendock.co.uk/ they seem to have gone very mucg more corporate.
Searching for "curved plywood boxing" I found these guys https://www.contourheating.co.uk/products/pipe-boxing but I feel sure that others are available elsewhere

Remember as well you will want to make it removable as the water cut off for the toilet will be behind it.1
