Yet another case of VCS issuing a parking charge when the vehicle is outside the area where they are contracted to operate.
Personally I would try an IAS appeal, although you only stand a 4% chance of winning.
If you decide to go ahead then you might find this Blue Peter appeal (Here's one I prepared earlier) useful upon which to base yours for a similar incident back along the same road. The whole thread is worth reading. Note that the poster from that thread was photographed where there was a break in the double reds, but the important thing to note for your case is that VCS are contracted to operate only on the road through the airport. Your vehicle was photographed outside the double reds. (Always use the expression, "where the vehicle was photographed" or similar. Do not mention stopping at all.

I won at IAS appeal at Bristol airport, but I hammered and hammered at every opportunity, rebutting every point they made, and complained each time I received something from Excel as opposed to VCS, and every time they breached the IPC CoP by failing to make a decision within the IPC timeframes.
If you do appeal, you must be absolutely resilient and never miss a deadline or an opportunity to pick holes in their case. Keep referring to their contract with the landowner's sub-contractor, Bristol Airport Ltd, that clearly shows the vehicle was photographed outside the area where they are permitted to operate.
It may not work. You may end up with a court claim whether you appeal or not, or you might get lucky like I did.

Even if you get a court claim, there will be no bailiffs as long as you follow the advice on this forum.
Concentrate on the vehicle being outside the area where VCS are contracted to operate. They have lost twice in court on that very point.
The contract they have with the landowner's sub-contractor, the only contract they have or are willing to show, clearly shows a map that clearly shows your car was photographed off the road, outside the area where they are permitted to operate.
Your vehicle might have been within the no-stopping zone, but it is outside their contracted area. They may well try it on an bring a court claim, but your main defence is that only the landowner has the authority to bring a claim outside the area where VCS have a contract. It matters not if it is half a metre or half a kilometre outside, it is still outside and they have no right to operate there.

Just for clarification also a private PARKING firm cannot issue speeding fines or even pcn's for speeding, it is not within their remit, their ATA's COP or stated anywhere in the POFA.
