    Not lying - he said he wouldn't cancel the ticket not that he couldn't.

    As well as being awkward about giving out the new (unneccessary) permit....I wonder if he gets a backhander from the PPC for every ticket issued or paid? :s
    It's completely vindictive. There is no nuisance to anybody if the car is parked with the old permit or a new one.

    I have to admit I wondered whether he is getting a backhander too.
    I read somewhere that PPC's are not allowed to give commission for reporting cars, but while researching the PPC I read an old post somewhere where the PPC had faxed someone's office offering £10 for every car reported for parking without permission in their car park.

    Is it recommended that I appeal the PCN to the PPC and then appeal to POPLA?

    Only if POPLA' is offered rather than the IAS. You'll probably lose though. Waste of your time. Hence my earlier advice.  You can just say 'see you in court' then ignore it.

    I, too, immediately wondered if that particular director has a 'pecuniary interest', politely put.  It is a deliberate refusal to cancel what should not have been issued anyway .

    Yes, POPLA is offered. If I would likely lose at POPLA then would the chances be of winning in court?

    (A reminder that the PCN was issued to my young tenant not to me, but I agreed to help with any appeals and I will pass on all advice for the tenant to make a decision in which direction to proceed).

    Thanks, I would love to but how would I be able to get the firm removed if the directors have signed an agreement with them and have no intention of removing them?
