    Yes, but Plan A has already failed and the template in Plan B does not seem to be that relevant in this case (joint-landlowner took and sent the photo for the PCN to be issued and there was no PDT machine).

    You need to get tougher; get other residents on board and and get this ex-clamper removed.  You don't need nor did you ever agree to a permit scheme.  
    Thanks, I intend doing this but in the meantime I need to deal with the PCN and the parking company.

    You don't, necessarily.  No rush.  You could either futilely appeal it (knowing it will be rejected) or ignore them, or a combo of both, telling them you will see them in court.

    Obviously ignore £170 debt demands later.  It really is very simple and will only be resolved in court anyway.  They rarely sue.

    So I'd prioritise removing them. You don't need this rubbish at your own homes.

    I read somewhere (I think BPA code of practice) that a grace period of 5 mins has to be given, so if only one photo has been taken then surely there is no way to prove the grace period was given, is there?

    The PCN gives the contravention as "Permitted Parking Only" and also mentions the car was parked in breach of the terms which apply at the site: Residents Parking Only. Does this hold since the car belongs to a residents and residents are permitted to park there? According to the director who reported the car, it was because it didn't have a valid permit.

    The PCN also states that it is authorised by the landowner to manage the parking - I am one of the landowners so am I able to use this as a defence?

    Should I appeal so that they have to issue a POPLA code? I read it costs them £27 to get the code.

    Flashpark was set by Costas Constaninou who invented the talking parking ticket, I believe that this arm of his business venture uses self ticketing only, Mr. Busybody can cancel the ticket but seems to be being awkward:
    The client can cancel any Parking Charge Notice directly from their client control panel. This is free of charge if no recovery steps have taken place. Cancellation of a Parking Charge Notice which is already the subject of debt recovery action will be subject to a £15.00 administration fee. This can be paid directly online via debit/credit card.

    As well as being awkward about giving out the new (unneccessary) permit....I wonder if he gets a backhander from the PPC for every ticket issued or paid? :s

    It seems so, they are listed as a member on the BPA (as Vehicle Control Solutions), although there is no mention of the BPA on their NTK (although it does mention that the case can be taken to POPLA if they reject the appeal).
