Got 2 tickets in less than 24 hours for parking in my own bay! :)

Hi everyone,
I have been renting the same flat for the past 3 years and have been using the same parking space. When I first moved in 3 years ago I received a parking charge for not displaying a permit. We had just moved in and had not put the permit in the car yet. I appealed it and it was rejected so I paid it anyway as couldn’t be bothered to deal with it at the time.
Since then, the permit has been in the car consistently and all was well until it fell off recently and I didn’t notice. I have now received 2 separate letters to my address, ( they have my address from my first appeal 3 years ago) the incident time on one is at 12:43 and 04:46 on the other one, so not even 24 hours later. I have appealed both which have been rejected.
my tenancy agreement doesn’t mention anything about a permit, just that vehicles should be parked in the allocated parking space.
I have also tried to appeal through IAS, but for some reason it’s not recognising the PCN number.
what would you suggest I do next?

If you’re in your own parking space why are you being ticketed? Could understand it if you’re not displaying a permit which you say your tenancy agreement makes no mention to. What’s happening to other residents? Perhaps make enquiries, possibly you should be displaying a permit?1

Because you paid the scammers the first time around, you were then marked as a "mug" for future targeting. You shouldn't have paid them anything. Anyway, too late to do anything about that now.
Which PPC? If it is an IPC member, you may as well not waste any effort with the IAS as they are a kangaroo court. As long as your tenancy agreement has no mention of a third party that is not a party to the agreement that can issue parking charges then you will win this if it ever goes as far as court.
Please read the Newbies/FAQ thread near the top of this forum. It is your go-to reference every time you have a question about this matter. In the meantime, have you contacted your landlord to get them to cancel the PCN? If they are the ones that contracted the PPC to issue tickets at their car park then they are jointly liable for the actions of their agents. As you are disputing the PCN, should this ever get as far as court, they could be called as a witness. Unless of course, they altered the terms of the lease under the Landlord and Tenant Act 1987 Section 37 (5)(a) or 5(b).
You are, for the time being, in limbo unless/until you receive an LoC/LBC at which point come back and tell us. Just ignore the barrage of reminders and debt collector letters.4 -
@baser999 There are permits provided for residents to be displayed. However, my tenancy agreement doesn’t specifically mention the permits just that vehicle needs to be parked in allocated space. I’ve been displaying permit anyway until it fell off.0

@B789 Thank you for your response, The PPC is Parking & Property management LTD. I will contact the landlord or the estate agent that manages the property next. As much as I didn’t want to deal with all the hassle 3 years ago, I have much more time and patience nowadays and happy to take it as far as it goes.0

Happens all the time when these scamming parasites are brought in to infest manage residential parking areas!1 -
That's a much better attitude. As long as you realise that you are being scammed, you should not be paying these PPCs a penny.
I'm sure this company has been mentioned before on other threads but you'll need a lot of patience and luck getting the cr@ppy search engine on this forum to find anything with those words in its name.1 -
What do the signs say? Ordinarily they state that PCNs will be issued in 24 hour phases. I guess they commence the period at 00:01 to 23:59 (during which your first ticket was issued (12:43), with the second ticket at 04:46 falling into the next 24 hour phase. They don't have rolling 24 hour phases commencing with your first ticket. Not a reason to pay, just a possible reason why you've had 2 tickets in less than 24 hours.This is why the details on the signage re the 24 hour condition are important for us to see. From IPC COP:
30.2.1 Specifically, Operators must not use details obtained for a Parking
Charge relating to one Period of Parking to pursue a further Parking
Charge relating to a different Period of Parking.

Well, in my view, the '24 hour period' is poorly defined in which case consumer law dictates that the interpretation favours the consumer - check out 'Contra Proferentem'.
