The IPC Code of Practice is one of those "nice to do" or "best practice" statements which are not worth the paper that they are written on.
When you say you weren't in a bay were you across the white lines or were you in what had all the hallmarks of a bay? Sometimes the space at the end does not have two white lines but looks like a bay.

It is used all the time by the public and has been used for decades. I remember my Dad parking in it when is was a kid back in the eighties! There are spaces either side. This is a space!0 -
Anyway - The scummy euro-parking-services have now cancelled the PCN!!!!

For those interested - this is the saga:
Got PCN
For 2 minutes and 32 seconds (not in a bay - they say)
Appeal to euro-parking-services scum
Wasted time on huge document - Denied
Appeal to IAS
Wasted time on another set of huge documents x3 - Denied (as expected)
Complained to IAS
They said they can only comment on legality! - Denied
Complained to ICP
They told me to get lost, but i repeated a few choice areas of their code-of-practice and they seemed to listen and said they were forwarding on to euro-parking-service - Currently not heard back
Complained to Home Bargains - SUCCESS!
Home Bargains initially fobbed me off three times, but on the fourth time there seemed to be a total change as if they are suddenly not happy with euro-parking-services. Anyway, they took away my substantial document and after two weeks have finally confirmed euro-parking-scum have cancelled the PCN.
In all of these stages I showed that the scum PPC had violated at least 5 code-of-practice points and showed that ALL of their submitted evidence to the IAS was false and misleading. Nobody cared. This industry is evil - as you all know!
Anyway, as recommended by this board - the complaint to landowner is the way to go. They are the only ones who will likely care about right and wrong... hopefully.
The Space Concerned
As I mentioned this space has been used for decades by innocent drivers and these misfits know this. They are using this space to trap innocent people - you know the drill. They could have marked it as a non-parking area - but that would mean no money for them... I am going to keep hassling Home Bargains until they are forced to sort their act out.

Well done on your tenacity in getting the PCN cancelled. If it had gone to court you would have stood a good chance. Similar cases that have gone to court have been dismissed.

Sorry to trouble you again... Do you think I need to do anything with this letter?
last month a PCN from euro-parking-services was cancelled.
Home Bargains - the landowner got it cancelled.
Guess what, a month later... I just received a 'before court action' letter from the euro-parking-services scum.
I have forwarded this on to Home Bargains and told them they need to sort this and control the disgraceful firm they have on their land.
You can see in this thread how the process went - absolute scumbags.

Are you sure it is for the same PCN? If so, respond robustly stating that the landowner has cancelled the charge and they must cease and desist with their threats against you.
