If so, how do you use it to put a complaint to the dealer?

An individual is desperate for a car and has no way to finance the car.
The finance company provides finance at an inflated interest rate to buy a car from a specific Dealer at an inflated price, but the whole lot is presented as being friendly and supportive to the purchaser, facilitating what the other nasty Dealers will not.2 -
