Hi all,
We have been affected by this scam over the weekend, the letter came from "High Court Enforcement Bailiffs" rather than WIRO, so be aware these people are still out there. The "Court Enforcement Bailiffs" logo on the letter we received is the same as shown on texts in this thread. As reported in this thread, we received no PCN, reminder or final demand prior to this letter.
They claim their client is "ANPR Parking Services Ltd" as shown above. I have complained to the BPA and am trying to contact ANPR Parking Services Ltd. This company is current according to Companies House, but they aren't answering their phones!
The website appears to be hosted on a server in Bulgaria.
Regards,

The scammers have obviously latched on to a parallel operation of people being parted from their money by coercion. Birds of a feather ....Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

We thought it's most likely an insecure or false insurance quote website, as most victims seem to have gone online for courier or food delivery job car insurance.
We know the data doesn't come from the DVLA because the names and addresses used are often that of the driver who searched for insurance, not the registered keeper.
Also they have your phone number, which the DVLA don't give out. And the DVLA don't sell data to non-AOS companies. So it's not them.
This is online data harvesting followed by targeted fraud.
Everyone must report their case to Action Fraud and point out the connection with last year's fraudulent letters. It's the same scammers.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
