But Sainsbury's has already stated in that article:
A spokesperson for Sainsbury’s said: “We recently reviewed our Sainsbury’s Horsham car parking system to make sure our customers can always get a space when shopping with us.
If that isn't an admittance that they decide how that car park is run, then what else do you need?

I hope you are being "robust" with whoever the eejit is at Sainsbury's is responding to you. No "Hi" and "Regards" or other luvvy duvvy nonsense. A reminder to them that as you are contesting this PCN, if it should go all the way to court, they (the supposed organ grinder) are equally liable for the actions of their agents (the monkey) and that they can expect to a named witness.

That’s what I’ve done. I’ve cc’d Simon into every email. My email:

Their response- I don’t see how them quoting me has anything to do with the situation. 🤦‍♀️

Do a land registry search and that will tell you if it is one parcel of land or two...

I think that whoever you are corresponding with at Sainsbury's is a bit lacking on the intellectual front. They are probably quoting you because you admit to "forgetting" to scan your receipt or whatever whacky parking scheme that have implemented. You need to now forcefully point out that not only you, but also your family, friends and other acquaintances will take your business elsewhere due to the stance taken by their employee who refuses to do anything to prevent a regular customer, who has proof of having been a customer at their store on the day, from being penalised with an additional invoice for £100 (or whatever the charge).

You may want to do a few sums to see how much on average you spend at their store a year, multiply that by all your family and friends who shop there and highlight how much their company stands to lose over their inept customer service. Also, have a look at their website, this page in particular and point out where they are failing in their statement "Connected to Customers" and their "Plan for Better" corporate statements:

    https://about.sainsburys.co.uk/about-us/our-business-strategy

Use everything available to you to highlight the atrocious attitude of whoever it is you are dealing with. You should be screaming about this on social media. They hate anything about them that highlights their failures. It sounds like you are dealing with one of those self-centred, egotistic, "fur coat, no knickers" types that you would see as a contestant on "The Apprentice".

It's not as though you are asking them to pay the speculative invoice. You are only asking them to get it cancelled.

Write to your MP and ask him/her to complain to the CEO about the behaviour and attitude of one of their employees and to also lean on the PPC because they are going to be ruining business with their cowboy scams.

As above, land registry search, and then pass the cost on to sainsburys if it is owned by them

Ask them to escalate the complaint to their manager because Euro Car Parks don't own it and you are fed up with this harassment and lies.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    No
You do the LR search first (plan/title deed)
Then copy in the ceo and point out they are lying to you
Please post up the pdfs when you get them

Ok, on it. Is the deed the same thing as the title register?
