    Have you got up at say 3am and had a wander over the UFH down stairs in bare feet to check it is NOT working??  if not I would suggest you do.
    It would be warm as the tiled floor retains its heat from the previous "on" schedule - if the thermostat doesn't reach 17 then it wont  / shouldn't turn on i would hope

    completely new flooring laid so a boat load of insulation below and surrounding

    One thing you have not confirmed is how you are controlling the temperatures in  individual rooms where there is a radiator.

    our radiators are all set to mid levels

    Mid levels, so maybe 3 out of 5/6? depends on the brand of TRV but generally 3 is around 20C, 4 is around 25C. 

    For rooms that aren't in constant use (bedrooms during the day, dining rooms etc) then setting TRVs to 1-2 and keeping the doors closed will help keep the costs down. The kitchen should be ok on 2 if you don't spend time sitting in there.

    If you really are wanting to save money you will need to learn to zone the rooms, keep doors closed and only heat the main sitting area to a higher temperature. Once everyone's tucked up in bed a temperature of 14-15 should be sufficient overnight.
