They don't lease the land. UKPC are just their agents and the managing agents can tell the parking agent to cancel any PCN. Especially if you push the Equality Act point.
You are right that POPLA don't consider the EA but the first action is not POPLA, but to escalate that complaint and absolutely insist on cancellation.

PoPLA will ignore appeals quoting the Equality Act. This should not stop you including it. It is another point to make during the forthcoming public consultation about parking fees, and yet another point to complain about to your MP.
You might also want to contact the Right Hon Kemi Badenoch who is the Minister for Women and Equalities for the Equality Hub.
She was previously the Minister of State at the Department for Levelling Up, Housing and Communities between 16 September 2021 and 6 July 2022. The DHLUC are the government outfit responsible for the forthcoming mandatory parking Code of Conduct.
You might want to inform her that the proposed CoC as it stands will immediately breach the EA 2010 as soon as it introduced because it only exempts blue badge holders, not motorists with disabilities who do not have a blue badge. I got their letter on 4 April and it says 28 days to appeal to POPLA so I need to get the appeal sorted. I don't see how POPLA can ignore the EA. I don't have much else to appeal on apart from lack of signs for the contract. https://goo.gl/maps/NoxFF7eHrKw9nb2L6

A Blue Badge does not exempt you from legalised discrimination. I don't think disabled people should be charged to park. This is discrimination because disabled people cannot ride a bike or get a bus and therefore they have no other options but to park to get in the shops or whatever. Therefore charging them to get near shops is discrimination.
I cannot believe POPLA can get away with ignoring the EA.0 -
I am the keeper of the vehicle and have contacted UKPC and they have turned down my appeal via email, does this mean that they do not have to send a formal notice to keeper within 56 days (?) Please?0
