The blue badge scheme does not apply on private land, and it is not the only indicator of a disability. UKPC and the landowner have committed indirect discrimination by not anticipating the needs of a disabled person with protected characteristics. Now hhey know that an occupant of the car is disabled and has protected characteristics as defined by the EA 2010, they will be committing direct discrimination of they proceed to pursue you.
The same complaint should be made to your MP.
Even if Homebase are not the landowner, they must lease the land and therefore know who the landowner is.
I have had this response from the CEO's office of Homebase:
I am Molly from the CEO Response Team, I work with and reply on the behalf of the Cheif Executive Officer, Damian McGloughlin. The car parks are privately owned by a separate landlord and Homebase has no onus over the car park itself. We will always try our best to accommodate any of our customers and in circumstances where the customer knows they are going to exceed the limit due to things such a Kitchen and Bathroom Appointments or a longer shop in store beyond their control then they can pass their registration number over to an instore colleague who can register the car for that period of time. Unfortunately as they have issued you with a parking fine there is nothing we can do to help, you will need to contact their legal team directly.

I have also heard from UK Parking Control and they have refused my appeal and issued a POPLA reference number.1

Re Homebase, ask them to ask the Store Manager to pass the complaint to the landlord.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If they are the managers/lease agents for that site then they will be responsible for contracting the PPC. If they are not the landowners, then you should maybe ask them for the landowner's details as either they or the landowner has contracted the PPC and they will be liable for the actions of their agents.
Perhaps a question to them about which one is the monkey and which one is the organ grinder.2 -
