Received a FINAL WARNING today.  I am more than happy to take this all the way and have not responded.  The only issue I have is it is written to my wife as the owner of the car and she was not the driver at the time.
@Bullit_2600 you have read, re-read and read again the Newbies/FAQ thread, haven't you? You obviously know that you only need to respond to either an LoC or an actual Claim. You ignore everything else at this stage as explained in the thread quoted above.

If you are worried - and IF you'd be a stronger defendant than your wife - why hasn't she simply transferred liability by responding with your name and postal address?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Going by original advice we did not name the driver but the letter from UKPC states that if the driver is not named within 30 days then the owner is liable.
I could contact them now and say I am the driver but I am not sure they will accept it or how that will change everything now.

My worry is down to the fact my wife is a teacher and is an anxious person, she'd rather pay £1k than go to court unilike myself.

Yes of course I have not and am not communicating with anyone or anything since the original appeal with UKPC.

Do you mean they wrote to your wife as Registered Keeper (but hasn't she received all the letters so far) there's no official register of owners in this country.  She will be defending as keeper. Has the driver been outed to the PPC? Is the I PCN/NTK POFA compliant? Does she want to transfer liability to the driver?
Yes sorry to be clear she is the registered keeper.
I was the driver at the time.
My offence was way back in November.  If we could transfer liability to me without affecting anything we would do but UKPC have passed this on to ZZPS so I'm not sure where we stand with this now 5 months down the line.

We are dealing with one of the PPCs on one of the lowest rungs of the intelligence ladder here. I am not sure if UKPC issue POFA-compliant PCNs but if they don't, you do not want to declare the identity of the driver.

For now, you safely ignore all letters and demands, especially the debt collector ones, no matter how scary they seem as they are just part of the scam and no debt collection company can take you to court. You only have to wait until UKPC give this PCN to their bottom-dwelling solicitors, most likely DCB Legal. Do not confuse DCB Legal with their debt collecting arm, DCBL.

At some point, you will get an LoC from DCB Legal at which point come back and let us know. In the meantime, you can brush up on what to do when this happens by studying the second post in the Newbies/FAQ thread.

No you can't, and ... that's the opposite of what I said.  Please read what I said should be done.

AND it is not too late. I wouldn't be suggesting it, if it was too late.

But it will be if she does nothing & gets a claim.

This is not about YOU doing anything but it (transfer of liability) can be done at any time before court action.  Obviously no phone calls!

Here is the secret that we know and the public don't

The letter above has been sent to you from the sewers. ZZPS, known as the OSNER scam, approved by the Scam membership CLUB called the BPA, When government approved the BPA as an ATA, they never knew that the BPA would operate a scam club

GCTT ARE ZZPS ... THE OSNER SCAM. A BPA BOARD MEMBER
GCTT are just wet rags like ZZPS and cannot do anything

One would have thought by now that one of the idiots at UKPC would have twigged that ZZPS and GCTT are just like them ... idiots
YOU IGNORE THESE IDIOTS and the stupid threats

As B789 correctly says above, next stage is a letter from the UKPC legal called DCBL and then it becomes "Butch Cassidy and the Sundance Kid" ....... THE FAMOUS CHICKEN OUT DCBL who take on crap UKPC cases, spend a lot of money, threaten people, add fakes, and then are so stupid to issue a court claim that is not true. even though they will sign a statement of truth telling a judge it is true.

A very dodgy act that can lead to contempt of court

THAT LETTER ...... what it infers that a debt collector/bailiff will call
    "ENFORCEMENT AGENTS WILL CONTACT YOU"

That is menacing and a Kray Twins operation. THEY LIE
Strongly suggest you copy this letter to your MP to pass to the Department of Levelling Up and the man in charge Mr Gove MP

AND, also to your MP .... Why are the BPA still given ATA status when they have lost control and operate a scam membership such as ZZPS and GCTT

If UKPC instruct DCBL, do let us know ... GAME ON

It is not an offence it is an event or episode.  Your wife, as registered keeper and recipient of the PCN, can transfer liability to the driver as stated by others above.
  • Received letter from GCTT this week stating my case has been transferred to GCTT Certified Enforcement Agents and being urged to pay £170 as UKPC fully intend to pursue this matter through the courts. Tellingly the last line reads "If we do not hear from you immediately, this matter will be subject to further recovery proceedings".

No clear action or mention of bailiffs or court action as per the previous 'threats' received from ZZPS.

As pre advice I am not responding and will update on here once I receive any further correspondence.

Thanks for all the advice and support so far.
