UKPC / ZZPS advice needed for parking fine on private land during restricted times

So my wife received a parking fine from UKPC for £60 for parking on private property at Horizon Retail Park in Farnborough GU14 7QJ.
The time of the 'offence' lasted 9 minutes in total when she was in the car park that we since found out was during restricted hours (20.30 - 08.30).
We appealed but the response showed a complete lack of understanding. We responded and had the same terse reply.
Unfortunately we continued down this line and completely missed the POPLA reference and opportunity to appeal via them as it had expired. Real shame as they sounded like they would have shown more consideration.
There last letter simply stated "As per our previous letter, we confirm that we have made our final decision regarding your appeal and correspondence explaining this decision has been sent to you".
That was late January and we didnt reply.
Early March we received a red notice debt collecton letter from ZZPS demanding £170 threatening us to pay and avoid "progression to GCTT Certified Enforcement Agents who will attempt to resolve the matter without Court action".
After which is says "It is our understanding that our client has sufficient evidence to pursue this matter through the courts and will do so if necessary".
A bit confusing so now I am not sure what action to take next as the POPLA appeal has expired and any advice would be gratefully appreciated.
One more thing. My wife is the owner/registered keeper of the car hence all correspondence is addressed to her. However as per advice I'd read on here we have never disclosed who the driver was at the time. The letters from UKPC seem to determine her responsible if she does not name the driver within 28 days.

This is the sign at the entrance. There is no mention of the restricted times, just to check the 'T&Cs'.

Real shame as they sounded like they would have shown more consideration.No, you would have VERY likely lost at POPLA, which is not considered independent at all.
It is better you didn't use Popla, because you can still get it cancelled easily.
Complain immediately to the managing agents, of course (their contact details are usually easy to find when you Google a retail park, or they appear on the Welcome plinth at the entrance, under the brightly coloured list of retailers). It is that agent who signed the pointless contract with UKPC.
They can cancel this immediately - PERSIST - but if they refuse you can also ask why drivers are not being given at least ten minutes to arrive and leave, if they come in and only then realise the shops are closed, and decide not to enter into any parking contract. Ask them why they are letting UKPC unfairly penalise drivers for driving in, reading the signs, finding the last shop is closed, then driving out.
Tell the property agents in your final paragraph of your complaint (DO NOT CALL IT AN APPEAL) that you are planning to boycott the retail park and will go to the local paper and your MP to raise awareness and a formal complaint about this scam operation by a notorious ex-clamper firm who were twice banned by the DVLA for falsifying info and photos in recent years. Say you are amazed that a reputable firm like them and the retailers are still using UKPC, given how much publicity there was about their DVLA bans for doctoring photos at a retail park then (reportedly) misleading consumers about liability even whilst banned.
Obviously ignore ZZPS and GCTT (same company...but you can see that from the letters!) but you already know that if you've thoroughly read NEWBIES PLEASE READ THESE FAQS FIRST, at the top of the forum, two clicks away (see my signature below).
Everyone ignores the nasty motley crew at ZZPS/GCTT.P.S. She can name the driver if it wasn't her, of course. Obviously neither of you are going to phone ZZPS or UKPC and neither of you are going to pay them anything whether you/she were driver or keeper. No well-informed person PAYS this!

ZZPS, called the OSNER SCAM and approved by the BPA are worthless sewer living money thugs with no power.

No doubt they refer to a legal called DCBL or their own blood brother GCTT .. however, it is UKPC who must instruct their normal mate being DCBL not a tin pot debt collector like ZZPS
The entrance sign is the first nail in the UKPC coffin as there is no mention of any charge .... that would raise the eyebrow of any judge.

If any other legal makes contact, it matters not the rubbish is all the same.
So, ignore ZZPS, and do not contact them. They are just another BPA approved scammers. They will vanish back into the sewers

Thanks for all the advice, I can confirm I have not contacted ZZPS and nor will I. This is despite the anxiety of my wife which I would like to avoid going through the ceiling but I am prepared to see this out as it is so unjust.
I will provide any updates on here as and when I receive them.
I have today contacted the land agents who are JLL (found on the entrance sign as highlighted by coupon-mad. Thanks)

Do you mean they wrote to your wife as Registered Keeper (but hasn't she received all the letters so far) there's no official register of owners in this country. She will be defending as keeper. Has the driver been outed to the PPC? Is the I PCN/NTK POFA compliant? Does she want to transfer liability to the driver?2
