If WS not yet filed and served an observation:-

"33. In the present case, the Claimant has fallen foul of those tests. There are two main issues that render this parking charge to be purely penal (i.e. no legitimate interest saves it) and thus, it is unenforceable:

Hey everybody, I have an update and it’s good news. 

Before I even submitted my Witness Statement, I received this morning the below. 

In hindsight, I didn’t even need to do the WS which took me hours and also time from you kind folks. 

I just want to say thank you to everyone here for helping with this it’s great that you give such good advice to people like me.

Yet another DCBL discontinuation. Perhaps before having to pay a hearing fee and a significant chance of them losing in court anyway. Well done

Yeah I’m very glad it’s all over. It does cause stress and I’m sure so many people don’t know better and just pay it.

Wow, congratulations! Weight of your shoulders for sure. I'm a couple months before the hearing date and just trying to prepare my WS right now. Do you think DCB sent the discontinue notice before the date of paying the trail fee of 27 GBP?
