Scottish Power over estimated bill and I can't resubmit readings, and can't complain to Ofgem either

I think you will find there is a subsequent page on your bill where the EPG cap and EBSS discount will be applied. Post the whole bill, with your personal data redacted.
BTW, no energy retailer is currently making a profit. They are capped at 2% anyway, but no-one is making that. The profits are being made in the supply and generation businesses, which are entirely separate things.No free lunch, and no free laptop

just taken a screen shot from their website of the tariff I'm on. It stills seems way to high compared to what other people I've spoken to are on, most people are on about 35p/kWh for electric and 11-12p/kWh for gas.

Those rates are pre the EPG being applied - this has already been explained to you I'm sure. If you have access to the Scottish Power 'app of the year' it should show you your actual tarrif - mine is prepayment and coming up as 32.931p for elec consumptin charge 24 hr block unit rate with a Standing charge of 54.20pDebt Free Wannabe by 1 December 2027

I thought there was a fixed £66/£67 a month of the total at the end of the bill, if so they have missed this off as well! There is no more info on the bill just 8 pages of info on where the energy comes from, ways to pay etc.. no mention of EPG, savings, discount applied or anything else, If I multiply the number of units I used by the governments energy price cap rate per kWh i should get my cost right?

So according to the government website Ofgem's price cap is 34.0p/ kWh not the 56.471 I am being charged.0 -

Scottish Power are sending the £66 to my bank account each month, rather than deducting it from the bill - what did they do with yours in earlier months?

OP - you need to do a few things here I think.
Firstly, it seems massively unlikely that SP are singling you out to charge the cap rate to without applying the EPG. I think you need to go through your bills line by line as I'm pretty sure it WILL be there somewhere. (Maybe someone else with SP can post an ID'ing details redacted picture of their statement showing you where to look?)
At the same time, establish what is happening about your EBSS payments (The £66/£67) - check your current account statement to make sure it's not being credited back there as theoretica suggests, although as you have no DD in place it would be hard to see how this could be happening. Again though, I suspect it will be showing on your bill somewhere.
And finally - submit the up to date reading on the online account urgently if you actually want this billing issue to be sorted.
