    That's the national average, irrelevant for regional electricity standing charges (and not accurate for regional unit rates either).

    I think the person from So who sent me a chart with the rates for my area must have made a mistake.  It is not the same as the one taken from So's website posted above.  I asked for the rates when I rang to complain that I only received notification that my fixed tarif was ending the day before this happened.  I never got a mail in December forewarning me that I would be on the Flex rate from 8 Feb.  I have contacted their customer services again by mail to ask them if they have indeed made a mistake.  Thanks again for all your help everyone.

    In fact, I've just had a mail from them to say that the tarif has changed since the first chart was sent to me.  I don't believe it for a minute.  I'm pretty sure it was a mistake for which there was no excuse as my address was at the top of what was sent.

    That sounds like so much backpedaling doesn’t it! Hopefully they have now sent you the correct details?
