Deputyship is insolvent

My.siblling had just been granted deputyship over my mother's affairs. However,.I have just discovered she is registered with The Insolvency Service on as being applied for voluntary insolvency dating back to 2020.
Please advise me on the legality of this and how could someone be granted deputyship by the Court in financial difficulty or would this have not been declared.

ThanksSection 3 of the COP4 form is about the deputy’s financial affairs and asks about insolvency but section 3 only needs to be completed if its deputyship of property and financial affairs that is being applied for.1 -

It was discovering section 3 of the Cop4 form.that had me researching the insolvency records, and.there it was._Penny_Dreadful said:

And this question would not be there on the form if it was not pertinent to the application.0

To add to this issue my sibling has not shared her responsibilities of her deputyship with me. I have been told by a third party.0
