Parking on different side of the road

I once had a neighbour keep blocking me in because they'd moved in and decided they wanted the space I was parking in for their cars.
When I found one of them had propped woodscrews against my tyres, I went around and told them if they didn't pack it in I would buy an old banger and park it there permanently.
At some point another neighbour moved out and the space they had been using was more convenient for me, so I shifted to using that.
You are lucky you didn't get a visit from the police yourself. Confronting the suspects is never the right course of action.

Is it possible to install and run a dashcam without the engine running?
    Yes it is

To an extent, but most won't run for more than some hours so it's not like 24/7 CCTV.

I'm also thinking to get a CCTV camera and set it up in my bedroom window, pointing at my car. I get a perfect view from my window.
I fitted cctv after minor car damage. The police found excuses not to act on it but I knew for a fact exactly who did the damage. If you've got a neighbour willing to throw paint on your car cctv could be a cheaper option than dealing with further damage. Its also possible others have had similar problems, do you talk to your neighbours?
For infra red night vision to work it needs to be outside, not behind glass.

The paint looks to be splatted on from a brush rather than sprayed. Was it gloss paint, any neighbours with a light blue front door?

If you park on the opposite side of the road the road next to your car will lose about 3 spaces.
I don't recall OP mentioning how wide their road is - many, but not all, have space for two lanes of traffic and two lines of parking, or does that comment relate to something else?

Good point, I assumed the road was narrow.
