Play victim and sob/sniff a bit and take your time finding the reference number and bumble on a bit asking why you owe money...record what the scammers say.  Send to Action Fraud.

I received a letter on Monday. Bricked it as being the forgetful sod I am, it's not too far out the realms of possibility something like this would happen. I called the London number on the letter and was put through to a woman that sounded like she'd rather be scraping her skin off with sandpaper. She was quite clearly reading from a script and when I asked why I hadn't received any previous warnings about this she delivered an absolute belter.
"Atlas have sent 3 letters already, there's a possibility that due to royal mail strikes you wouldn't have received these. This is not your fault but you will still be required to pay in full by the date issued, however, you can sue the royal mail."

Looking back it's hilarious, but when your caught off guard by something like that it can be pretty scary, hope no one's fallen for it and these low life's get what's coming to them.

Thank you to everyone for your research and confirming it is a scam.

I've had the same letter. The dates are the same, and the Barcode at the top has the same serial number. I have tried finding the website for Atlas Parking Services Limited but no joy. I have also tried calling Court Enforcement Bailiffs, and after being on hold for an hour, I gave up. This 'Scam' if it is a scam, appears to be pretty widespread. I'm in Birmingham.
