Found this this sign using Google from about 5 years ago. Does it look like your Pavilion shopping centre?

I cannot see any mention of not parking in the drop off area on this sign. Did you actually park in a bay?
Note the parking charge on this sign is £90 reduced to £45 for payment within 14 days. Also an additional £60 when passed to debt collectors. If it is the car park you may wish to check what they originally invoiced you for and what is on the particulars of claim.

As well as the photo of a sign 5 years ago the Google Streetview is interesting. I can see the ‘drop off lay-by’ with the post office at the end. That is what you were doing weren’t you - dropping off at the post office. There is a also a sign for ‘KFC only waiting area’. More confusion. Either drivers can stop there or they can’t!

This is the same sign I found from around the time I parked, I was in the drop-off point and not a bay. But the Particulars of claim identify the sum claimed (£160 or £170 - on the left of the claim form) and your SAR will confirm the PCN amount.
It was never £150.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A SAR to UKPC should flush out all the paperwork they sent. Might have some useful info for your WS.If that sign is correct the original invoice should have been for £90. Once debt collectors are involved they would argue they can increase it by another £60. Most judges will not allow the fake add ons as it costs the PPC nothing.1
