@KeithP I received a 14 page letter after the POPAL appeal! can i post it on here? in summary they are saying they have authority to issue the PCN but have not specifically addressed the fact at who owns that piece of land.

Hi all, just reviving this thread - I fell foul of this ‘scam’ a few weeks ago. Had to stop in that zone on a Saturday evening to care for my 6 month child who wasn’t feeling well. The shop was closed and there was no obvious sign in place - however when I went to check again, there was a very small obscure sign detailing their terms.Tried to appeal which was rejected in quick fashion, however my suspicion always was that they have no right to police that land as it is council property, and reading through this thread (thank you all!) it seems that suspicion is correct.Tried to speak to VB who were also extremely unhelpful.Does anyone have the appeal materials handy for this, as I need to reach out to POPLA in the next couple of days before my second appeal window shuts.Appreciate the help, thanks in advance

Thanks, earlier in the thread there was a successful appeal against this charge which referred to the fact that the land is council owned, that's what I'm after.1
