You need to include the Council consultation document it has pictures and a map along with the first map you posted above.

I trust you are grateful for the excellent advice and support you have received over this saga.
Can I ask a favour of you? Last week BBC’s WatchDog ran a story about rogue private parking companies and invited viewers to get in touch if they are struggling with an unfair parking charge. Please email them at watchdog@bbc.co.uk about your problem. Perhaps start (we want an eye catching opener to get them reading)
"I am being hounded to pay a private parking charge issued to me whilst parked on a Harrow Council adopted road. They rejected my appeal when I pointed out to them that this was a public highway and not private land. Why do private parking companies think they are above the law and can issue parking charges willy nilly anywhere they like?"
Add a bit more perhaps about the pain you feel but don’t make it too long or technical. Lots and lots of short to the point emails to WatchDog will be far more effective than long shaggy dog stories.

Hi all
Just to provide an update on this. I appealed to POPLA, and attached a written statement using a template on this forum, but I added a few extra points on land authority where I talked about the road being involved in a consultation.
I received an appeal further notice from Civil Enforcement via POPLA showing pictures of more signs and a 24 page statement from them. However, the landowner authority seems to only be a signature and doesn't show the actual map of the land controlled.
I responded, outlining the council planning permissions. The next step is the final decision.
