Move forward to the minutes July 2022 :) Traffic and Road Safety Advisory Panel here

Go down to 11. Parking Programme 2022-23

Kenton Road – service road between 704-738, Kenton East

Following the informal consultation, the results showed support for the introduction of parking controls in the service road in the form of pay and display and shared use bays. The results were reported to the members and the PH who agreed for the scheme to proceed to legal notification (statutory consultation) which will be carried out following the decision on cashless parking. The proposed measures will prevent long term stagnant/commuter parking in the service road. Undertake surveys, statutory certification, and implementation.

    And then 9 November 2022:

Go down to 8. Traffic Schemes and Parking Schemes Programme 2022/23 Update

Look at Appendix C, page 2.

You have been ticketed by Civil Enforcement on land belonging to Harrow Council. Tell them to get lost in French.

Sterling work sir/madam.  And I did say it looks like highway!

@Mouse007 thank you so much for all your help! i have no idea how you found all this out, but it's quite clear that Harrow council own the service road, otherwise they wouldn't run a consultation and consider implementation in Jan 2023.

Indeed you did - and thanks to you too.

Hopefully the take here for others is the information available on council websites. Google xxxx Council minutes - I believe they have to be published but are difficult to find directly from their websites. Google digging is an art form - I'm still learning (BTB will get that ;))

    Indeed!  B);)

    Hi all

My appeal with CE got rejected. They completely ignored the issue about the land being owned by Harrow council.

The pictures they included are below (i've redacted the number plate) as well as the letter.  They've also included a picture of a sign, which doesn't have graffti and was taken in Sept 2022.

I've been given a POPLA appeal number. Any further advice guys?

The signs if it's council land are as irrelevant as the graffiti.
Get back to them and tell them they have accessed and processed your data unlawfully, in breach of GDPR / data protection legislation as they have no right to pursue parking tickets on that land.
And as a gesture of good will you will accept a prompt payment of 250 on the condition that the parking charge is cancelled and they create all operations on the land/ area in question with immediate effect

Hi all, can i quickly ask. For the POPLA appeal, i know i should be writing my appeal in PDF and then attaching it. But should i mention anything in the textbox like "see written statement attached" ?
