Could my mum's reckless action (failure to take any action) actually cause physical harm to anyone??

~ Just to update (+ close) this topic ~
I contacted a local builder off checkatrade, and arranged for him to assess the damage/work required, then provide a quotation accordingly to my mum.
*I would've preferred to not been involved at all | However the simply reality is that if I hadn't, well my mum wouldn't of had a clue how to find a builder's number, let alone contact them, and so there would literally be 'nothing done'.
My mum asked my older sister to contact the insurance company (to make them aware of the incident & intiate a claim)... But to my knowledge there has been no update as of yet from the insurance company.

Ultimately though I personally no longer have any need to be involved any further with this matter.
If the insurance company approve the claim, my mum simply needs to email the builder back accepting his quote (which she is fully capable of doing).
If the insurance company reject the claim;
My mum has to then either pay the builder out off her own money (she has well over 300k cash spread across dozens of bank-accounts & investment-funds / but chooses to tell herself she barely has much money), so can easily afford to pay 20k for this building work.
Alternatively she can opt to simply not pay for the repair work (*which she has said is the option she will take unless insurance pay-out), and thus just leave the property to subsequently deteriorate.
But whatever she now chooses, it will be upto her, and without my involvement.
