    2. Yes, if email is one of their acceptable routes by which to appeal. The PCN attached to your windscreen will give you the routes by which to appeal. If email isn't included, don't use it. 
    3. The blue typeface template is your appeal to the PPC. A second stage appeal to POPLA comes later, after your initial appeal is rejected.  The PPC will provide you with a POPLA verification code to use, in their rejection letter.

    The reason for the day 25/26 day appeal is to try to coax the PPC away from applying to the DVLA for your name and address details. If the PPC hasn't received a response to the windscreen ticket by day 28, they can then access the registered keeper details from the DVLA. They must obtain them from the DVLA (Protection of Freedoms Act 2012 (Schedule 4) requirement) in order to hold the keeper liable. If they don't, no keeper liability can apply, and should result in an easy win for you at POPLA. 

    By writing to them, providing your details (as the keeper - not driver), they might think they have everything they need without going to the DVLA, and issue you with a POPLA code. Some PPCs are becoming  'wise' to this strategy and will still apply to the DVLA for keeper details, whether 'your' PPC is one of those, time will tell. 

    This is all part of the long game in trying to get rid of the charge for you. But, there are no guaranteed silver bullets. Keep reading and learning.

    If example my appeal gets rejected even from POPLA, is there chance that my fine could be increased?
