Seems like they completely ballsed this up, maybe request a meter reader visit, and submit an official complaint at this point, on the complaint send them photos of the meter, and try and keep correspondence to email so you have a audit trail.1

I agree that you need to make this an official, written complaint, the time for phone calls to customer service reps is over. This has been going on a year, yet no-one has cleared the previous debt or changed the meter readings to the new meter after all your phone calls, so it's pointless to keep going in circles. Start a paper trail, then if they still can't sort everything out after 8 weeks, you can get your deadlock letter and move the complaint up0 -
My wife said she emailed a complaint months ago as was actually told to do so by one of their phone operatives, and just received a generic we have recieved your email response.0
